WHO Recommends CBD Alone Should Not Be a Scheduled Substance

After reviewing evidence on the benefits and risks of CBD, the World Health Organization’s (WHO) Expert Committee on Drug Dependence concluded that cannabidiol (in its pure state) does not appear to have abuse potential or cause harm. The report states that CBD in cannabis extracts and tinctures is a controlled substance, under the United Nations Single Convention on Narcotic Drugs (1961).
